Because I'm not using my recruits. My "current team members" are the active ones that I use in dungeons. So that will always be three.  Hmm...guess I better change it to "active."

Hey guys, keep your eye out for a rank D mission that rewards you with a friend area. It may be different for you, but I had to rescue a Golem from Mt. Thunder. He gave me the friend area Dragon Cave, which automatically unlocked a dungeon called Wyvern Hill, where you can get the HM Fly. You can't go back to Sky Tower without Fly, and therefore you can't recruit Rayquaza without Fly.

Edit: Btw, I found the mission in my mailbox, but that could be different for you also, so make sure to check both optional mission outlets.
